I'm going to get an electric scooter to help fight gas prices. I'm having a little trouble finding one though, everything looks like a kids toy.
What I'm looking for;
Price: Under $400
Range: 16 miles minimum
Speed: At least 25 mph
Has a seat
Compact and doesn't look stupid
So who makes good scooters?
The X-Treme scooters look tempting, but stay away from them. They're cheap for a reason - they break easily and the company doesn't honor the warranty.
Here's a decent one, but only goes 15 mph and 10 miles per charge.

Really for $400, you're not going to do much better than that. Even the X-Tremes which are the cheapest you can find will only go 20 mph and 10 miles for $400.

I bought a moped for $1200 that doesn't even meet your requirements. It has a top speed of 20 mph and a range of about 15 miles.

So you're either going to have to pony up a lot more cash or reduce your requirements. I would recommend the Skeuter Hornet (around 30 mph and 30 miles per charge), but it costs $2000.

Or you can try for an electric bicycle too, but it still won't meet your requirements.
