should a handicap apartment have a handicap shower and a handicap ramp instead of a bath tub and stairs?

my friend got an apartment and its handicap but it got stairs to enter it and a bath tub which he cant roll his wheel chair up stairs or into a bath tub the apartment said that they would change the bath tub into a shower but he would have to pay for it and would also have to pay to change it back when he moves but im pretty sure its the law for them to have a handicap ramp to get in and out of his apartment as well as the bath tub should be a handicap shower for them to rent the apartment as handicap so could someone please help me help my quwadropleagek friend thank you

You say in your first sentence that the apartment is handicapped accessible- is this something the Landlord claimed? If this is the case and your friend can prove that it is, then the owner is responsible for the costs of all changes. The person responding below is correct about that.
